Hear me out. This is where I might lose some of you. But Naruto didn't need the hat to be Hokage.

Think about it. When did he truly start leading? When did people start looking to him for guidance and strength?

Even before he masters Sage Mode, he steps up. He saves the village.
He doesn't just win a fight. He inspires hope. Doesn't that sound like a Hokage?

Naruto unites the Shinobi Alliance. Teenagers everywhere looked up to him. They fought for him.

He gives that epic speech that rallies everyone. He is essentially leading the entire damn army.

The actual Hokage job? Dealing with paperwork? Attending boring meetings?
