That water laser thing? Just keep moving. It's pretty slow. You can outrun it. Just don't fall in the water. Unless you're feeling particularly brave and want to try swimming towards him for a sneaky attack. I wouldn't recommend it.
The key here is patience. Wait for an opening. Use your bow. Aim for the glowing spot. He's probably getting pretty tired by now. You're almost there.

Keep hitting him until he goes down. He'll probably whine a little. Ignore him. You've earned this victory.
