He was too independent, too driven by his own agenda to ever truly commit to a group like the Akatsuki. He was always his own master, even when he was working with others. He was Sasuke Uchiha, the avenger, the lone wolf. And lone wolves don't join clubs. They just borrow their jackets for a while.
